Gustav evacuees may return at midnight tonight

NEW ORLEANS (AP) - New Orleans Mayor Ray Nagin says residents can return home starting at midnight tonight.

However he warns that most homes still don't have working toilets or electricity, and there's no timetable for when the lights might come back on.

A curfew will also remain in effect.

The American Red Cross says more than 11,000 people have used shelters in Alabama.
