AL sex offender accused of using social media for obscene child material

VALLEY HEAD, AL (WAFF) - The DeKalb County Sheriff's Office has arrested a man accused of illegally contacting minors on social media.

The sheriff's office reports they were recently was alerted by the FBI that James Hulgan, 43, of Valley Head had been having inappropriate activity involving minors using a social media account on Kik Messanger. Kik is an instant messaging mobile app where you do not have to link your phone number or use your real name.

After an in-depth investigation by the FBI and the DeKalb County Sheriff's Office, a search warrant was executed at Hulgan's home on May 14, according to the sheriff's office. Hulgan was arrested and charged with two counts of possession of obscene matter containing visual depiction of a person under 17 years of age.

Hulgan is currently a registered sex offender in DeKalb County.

He is being held in the DeKalb County jail awaiting bond.

"I want to thank the DeKalb County Sheriff office investigators and the FBI in the hard work put forth into this case. There are many different apps on social media now and you never know who you are dealing with on these sites. Parents need to be aware of what sites or apps your child is using while on their phones," Sheriff Jimmy Harris said in a news release.
