Animal rights group calls for ban on chaining dogs

ATHENS, AL (WAFF) - An Athens-based animal welfare group plans to ask the City Council today to bar residents from leaving dogs or cats chained outdoors.

Karen Woodham Bethea founded Athens Animal Warriors on social media after a friend pointed out a dog left chained in a yard in Athens.

"I'm kind of one of those people who thinks if you're going to complain about something, you need to be willing to do something about it," Bethea said of the group.

Bethea plans to address the council and has been using social media to encourage others to attend and support the cause.

She said she will ask the council to adopt an ordinance similar to one approved by the Florence City Council in 2015. That ordinance says no person can fasten, chain, or tie any dog or cat to a stationary object at any time in the Florence city limits.
