Alabama bill bans abortion after fetal heartbeat

MONTGOMERY, Ala. (AP) - Alabama lawmakers are mulling a stringent abortion ban that would forbid the procedure if a fetal heartbeat can be detected.

The House Health Committee on Tuesday held a public hearing on the bill.

Shelby County Republican Rep. Mary Sue McClurkin says just as the lives of people with a heartbeat are protected, so should the unborn.

Opponents call the proposal unconstitutional. They say it's an attempt to get a test case before the U.S. Supreme Court in the hopes of striking a blow against legalized abortion.

North Dakota and Arkansas approved similar bans in 2013. Federal judges put both bills on hold while legal challenges play out in court.
