Is the Army headed for another base realignment and closure or BRAC round?

According to a MilitaryTimes.com report, Army officials will present a plan at a forum on Monday.

"A lot of the pieces are coming together to make it look like there may be a new BRAC," said Huntsville Mayor Tommy Battle.

Battle said a BRAC committee is already planning and setting goals years ahead of any potential movement. That's the same strategy the city followed during the 1995 BRAC and the 2005 BRAC.

"Congress is saying on one hand they don't want it to happen. The [Obama] administration is saying we have budgetary concerns and we need to make it happen. The Department of Defense is saying that we probably need one so that we can address budgetary concerns, also," said Battle. "The new proposals come out for 2017 which conveniently is right past the 2016 presidential elections."

Congressman Mo Brooks released a statement about a new BRAC. "There will be no BRAC in this session of Congress because the votes are not there for one. In Washington, D.C., BRAC is not an issue that anyone in Congress is substantively discussing. The leadership of the House Armed Services Committee is unanimously opposed to another round of BRAC anytime soon." Brooks made no mention of anything past the upcoming session. Battle said Huntsville and the committee will move forward with plans of a new BRAC in 2017 or beyond. "It's not something you leave up to chance," said Battle. "It's something you work on a day to day basis."
