BATON ROUGE, LA (WAFB) -

An ex-Baton Rouge cop pleaded for his job back before the Municipal Fire & Police Civil Service Board.  Cpl. Jeffrey Webb was fired five years ago after being charged with raping a teenager.

Webb sat emotionless as the civil service board delivered their verdict: the former BRPD officer will not be allowed to rejoin the force.

It all goes back to November of 2008.  A then 16-year-old girl, whose name WAFB is protecting, was out with her friends.  She called her friend, Meghan Matthews, 21, to come pick her up and take her home.

Lt. Chuck Watts was the initial investigator on the case.

"She had a friend pick her up and her friend had told her they were going to go to her boyfriend's house, Mr. Webb, and told her to start drinking and taking shots," said Watts.

Matthews was Webb's girlfriend and officials said she had something else in mind for the 16-year-old.

"Told her to start shooting Vodka, drinking it fast & told her to make sure she told Mr. Webb she was an 18-year-old student at LSU," said Watts.

When they made it to Webb's house, the victim testified Thursday, she knew Matthews had plans for a threesome.

"I was nervous at her house.  I told her that before we got there.  I didn't want to go," said the victim.
"Why didn't you want to go?" asked the investigator.
"Because Meghan had told me earlier that day that she was going to go to bars and pick up a girl for her and Mr. Webb," said the victim.

The victim said she blacked out numerous times because of the amount of alcohol she had.

"She woke up later on with Mr. Webb having sexual intercourse with her and the other female kissing her on the mouth.  She started screaming and at that time, Mr. Webb got off of her and started having sex with the other lady," said Lt. Watts.

"What happens after you see him on top of you or you feel him on top of you?" asked Webb's attorney Carl Babin.
"I cried for my mom," said the victim.

January 2009, Former Police Chief Jeff Leduff fired Webb after he was arrested for simple rape.  In 2010, Webb pled to a lesser charge of no contest for carnal knowledge of a juvenile.  Thursday, the board decided Leduff made the right decision to fire Webb, something current Chief Carl Dabadie echoes.

"I feel that the public trust upon not only me but the Baton Rouge Police Dept. to make good decisions, and I would think that would be a violation of the community's trust to take him back," said Chief Dabadie.

During his 13 year years with BRPD, Webb had been disciplined twice before the rape accusation.

As for Webb's then girlfriend, she was subpoenaed to be at the hearing, but was a no show.
