MONTGOMERY, Ala. (AP) - Many financial transactions in state government that are still done on paper will become electronic over the next five years.

Gov. Robert Bentley has signed a $46 million agreement with CGI to upgrade the financial system used by state agencies.

Bentley's secretary of information technology, Brunson White, says the state's 31-year-old system is outdated. He says the new project will change everything the state does from a business standpoint, including virtually eliminating paper.

A former member of the Legislature's Contract Review Committee, Rep. Alvin Holmes, is criticizing the contract because it wasn't bid.

State Finance Director Bill Newton said it didn't have to be bid because it was an amendment to an existing contract with CGI. He said that was much cheaper than bringing in a new company.
