DECATUR, AL (WAFF) -

The Tennessee Valley Authority reported that all policies and procedures were followed concerning a death on the Tennessee River.

Emergency crews said Anthony Szozda was clipped by a low-hanging line as the boat he rode in passed through the area in July. An 18-page report on the incident includes everything from a timeline of events to exactly what TVA workers did when the line broke across the water.

TVA's report said safety plans did not contain any specific written guidance about how to handle a line across the river, but the notification system used to alert river traffic was thorough.

According to the report, the boat Szozda was in clipped the downed line about an hour after the line fell. They estimated the boat was traveling around 70mph as it approached the downed line that was just above the water.

TVA said the report is not intended to place blame on the accident.
