TUSCUMBIA, AL (WAFF) -

2012 Presidential candidate Rick Santorum spent Thursday evening in the Shoals.

Santorum was the guest speaker at a Republican Party rally in Tuscumbia. Santorum did not discuss his campaign or any future plans, but spoke about promoting and motivating the Republican Party.

"America was built from the bottom up, not the top down, and if America breaks, it will break. Ultimately it breaks at the bottom, and that's where it is fracturing: the families, the communities and neighborhoods," Santorum said.

"Government should be there to help – not to break it apart or have government intervene, and that's a big part of the message. We have to start telling the stories of how America works and works well," he continued.

Santorum said changing government starts at home with local officials.
