Former utilities superintendent arrested on theft charge

The former superintendent of the Lincoln County, TN  Board of Public Utilities was arrested on a theft charge Wednesday morning.

Billy Joe Wiley, 66, was the subject of an investigation by the Tennessee Bureau of Investigation and indicted by the Lincoln County grand jury on Tuesday.

Wiley was indicted on one count of theft over $60,000.

According to an audit report, $293,779.22 had been awarded as bonuses and unworked overtime to employees by Wiley without approval from the board of directors.

The money was paid between January 2008 and December 2011 while Wiley served as superintendent. He was booked into the Lincoln County Jail on $10,000 bond.
