MONTGOMERY, AL (WSFA) -

The Montgomery City Council voted 6-3 to rezone a section of land inside the EastChase development  to allow for the construction of a new apartment complex.

The vote came after weeks of contentious debate. Many people in the nearby Halcyon subdivision opposed the development, saying it would lead to increased traffic and was in the wrong place inside EastChase.

"I want to know why they voted that way," said Jackson Garrett, who is against the development "We stood up to show them we didn't support that."

Mayor Todd Strange cited studies that found traffic would be far worse with offices or stores than apartments. He says the complex will fill a need for more upscale housing in Montgomery.

"We've seen it time and time again in some of the industrial and back office operation, the higher scale people from out of the area," Mayor Strange said.  "Rather than immediately buying a home, they want to make sure that job is good so they take an apartment for some period of time. And if that all works out, then they go out and buy a house."

Mayor Strange says construction on the 216 unit complex should be completed within a year.
