To either keep or fire Carol Wicks as Director of Animal Services will be a decision made by the city council. If it comes to that, it would be put on a Decatur City Council meeting agenda for further review. So far, it is not on the agenda for their next meeting on Sep 2. If the issue comes before the city council, that's when we hope to find out why Mayor Kyle decided to put Wicks on paid administrative leave. He will not comment on it, saying he cannot talk about a pending personnel issue. HUNTSVILLE, AL (WAFF) -

The state unemployment numbers are slightly up from the numbers that were released in December. One Alabama county has one of the lowest unemployment rates, and a local agency is doing what it can to keep it that way.

Michael Parks knows what it's like to be without a job.  He was laid off and jobless for a month before he found work.

"That month was spent mainly getting myself together, and I called Express, and they put me to work," Parks said.

Owner of Express Employment Professionals, Rachel Chapman, said she has seen an increase in clientele over the last few months.  When new people come in, that is when the company puts their goal to work.

"Our goal is to get 1-million people across the United States back to work this year," Chapman said.  "We're doing our part in Huntsville."

That could be one reason why Madison County has one of the lowest unemployment rates in the state at 6.6 percent.  Alabama's overall rate is 6.9 percent.  That is a slight jump in the wrong direction from December's revised rate of 6.8 percent.

"I wasn't surprised at the numbers. They are going right along with what we are seeing," Chapman said.

State Labor Commissioners said that Alabama is seeing a positive trend with the unemployment numbers, but there are still more than 148,000 Alabamians looking for work.

Governor Robert Bentley said Alabama now has three consecutive months with unemployment below seven percent.

Counties with the lowest unemployment rates are: Shelby at 5.4 percent, Blount at 6.4 percent, and Madison at 6.6 percent.

Counties with the highest unemployment rates are: Wilcox at 17.4 percent; Lowndes at 14.5 percent; and Bullock, Perry, and Dallas at 13.9 percent.
