Audit reveals misused funds by utility board in Lincoln Co.

LINCOLN COUNTY, TN (WAFF) -

An audit turned up thousands of dollars in misused funds spent by the Lincoln County, Tennessee Board of Public Utilities, which supplies the county water.

After several allegations of employees getting excessive bonuses, inflated salaries, and even making personal purchases with customer money, the state comptroller's office launched an investigation, and it turned up alarming information.

Between 2008 and 2011, employees were given huge bonuses, doled out sometimes weekly, for every holiday, and even one employee was given a bonus for "adultery watch," which apparently involved monitoring another employee during work hours.

It was all approved by the former superintendent Billy Wiley.

Investigators also revealed board members were overpaid more than $12,000 for just going to board meetings and taking road trips. 

The investigation also turned up thousands in credit charges Wiley made from numerous allegations related to payroll issues, improper travel, and questionable credit card purchases.

The comptroller has handed over this investigation to the Lincoln County district attorney's office.

They will determine if misconduct within the utility will amount to criminal charges.
