Reporting abuse, animals at neighbor's mercy

LIMESTONE COUNTY, AL (WAFF) -

An abused pit bull is now recovering at the Town and Country Animal Hospital in Limestone County.

But the woman who brought the dog to the vet is being charged with cruelty to animals. Investigators said the pup was tied to a pole with a rusted chain and that chain had cut into the animal's neck.

Abused animals, without a voice and at the mercy of humans, rely upon neighbors to stand up and say something.

There are a few ways to report animal cruelty, such as the following: call animal services, they can always investigate a situation; or call local law enforcement, they can either call animal services or investigate the potential crime themselves.

But not every case will result in charges. There are times when pet owners neglect or harm their animals, but are not intentionally malicious. They just don't have the proper knowledge to take care of animals. In some cases they may get their pets back, and animal services will work with them to teach them what they need to know.

"Educate them…to show them a better way to take care of their animal, or what is an appropriate way to take care of their animal. In those cases where people are very cooperative and want to make a difference, they [are] normally not charged. The people who are deliberately cruel, those are the people that need to be charged," said Carol Wicks, the director of Decatur Animal Services.

There was a recent case in Limestone County where horses were found malnourished. Sheriff Mike Blakely considered charging the owners, but, for now, they are working with a veterinarian to learn how to better care for the horses.
