Scottsboro city magistrate appeals suspension

City officials said the Scottsboro city court magistrate's actions enabled a former coworker to steal approximately $12,000 in city funds, but the magistrate disputes she had anything to do with the theft of the money and should not be suspended at all.

The Scottsboro personnel board is hearing an appeal by Caroline Starr on Thursday.

City officials said Starr failed to truthfully cooperate with a supervisor and ABI agents surrounding the theft of court funds in 2012.

They maintain Starr instructed employees not to take money to city hall until $5,000 had accrued rather than every day. Starr maintains she simply told employees that if on any given day monies of $5,000 were to accrue that the money should then be taken to city hall.

City officials claim Starr was not truthful with investigators and that she failed to tell ABI investigators she and her husband had filed for bankruptcy.

Starr maintains the fact that she had filed bankruptcy was not relevant to the case and that it was her testimony that helped lead to an arrest in the case.

Former clerk Jill Dover was ultimately arrested and pleaded guilty late last year on theft charges.

She was given a five year suspended jail sentence and ordered to three years probation as well as restitution to the city for $12,000.

Starr has requested the hearing be open.
