To either keep or fire Carol Wicks as Director of Animal Services will be a decision made by the city council. If it comes to that, it would be put on a Decatur City Council meeting agenda for further review. So far, it is not on the agenda for their next meeting on Sep 2. If the issue comes before the city council, that's when we hope to find out why Mayor Kyle decided to put Wicks on paid administrative leave. He will not comment on it, saying he cannot talk about a pending personnel issue. WALKER, LA (WAFB) -

A Walker man was struck and killed by a drunk driver Friday evening, December 7th, while attempting to cross the road. According to Walker Police, the accident happened around 5:45 pm on Florida Blvd. (US 190), near its intersection with Walker North Road (La 447). The victim was identified by police as Larry Tate, 63, of Walker.

Walker Police Public Information Officer, Captain John Sharp, reported that Tate was hit by a 2010 Chevrolet pickup truck driven by Andrew Vining, III, 47, of Denham Springs.

"Mr. Vining was westbound on Florida Blvd, approaching the intersection of Walker North Road, when his vehicle struck Mr. Tate," said Captain Sharp. "Mr. Tate was apparently in the process of crossing the roadway and was in the lane of travel when the accident occurred."

The victim was treated at the accident scene by first responders and then transported by ambulance to a local hospital where he was pronounced dead.

Based on their interview of Vining and due to the severity of the victim's injuries, Walker Police asked Vining to submit to a sobriety test. "Mr. Vining was transported by our officers to the Livingston Parish Detention Center where a chemical test for intoxication was administered," said Sharp.

"Test results indicated that Mr. Vining's blood-alcohol content was 0.091. The legal blood-alcohol content for persons over 21 years of age is 0.08." Based on the chemical test results, Vining was arrested and charged with driving while intoxicated.

While still at the Detention Center, Walker Police officers learned that Tate had died as a result of his injuries. "As they were completing the booking process, our officers received word that Mr. Tate's injuries were fatal," Captain Sharp explained. "Upon learning of the victim's death, Mr. Vining was also charged with vehicular homicide."

Vining remains in custody at the Livingston Parish Detention Center. Bond is set at $101,000. Toxicology tests on the victim are pending and the accident remains under investigation.
