The Connecticut Association of Public School Superintendents (CAPSS), a statewide nonprofit educational administration organization which represents public school superintendents, assistant superintendents and other educational leaders across the state, is pleased to announce that it has selected Dr. Gary Richards, the Superintendent of the Wilton Public Schools, as the Superintendent of the Year for 2013.

West Hartford, Conn. and Wilton, Conn. (November 19, 2012) -- The Connecticut Association of Public School Superintendents (CAPSS), a statewide nonprofit educational administration organization which represents public school superintendents, assistant superintendents and other educational leaders across the state, is pleased to announce that it has selected Dr. Gary Richards, the Superintendent of the Wilton Public Schools, as the Superintendent of the Year for 2013.
Dr. Richards has served as the Superintendent of the Wilton Public Schools since 2004. Prior to becoming Superintendent in Wilton, he was the Superintendent of the Oak Park, California Public Schools, the New Canaan, Connecticut Public Schools, and the San Marino, California Public Schools. During his years in San Marino, he also held the positions of Assistant Superintendent-Curriculum and Instruction, High School Principal and Assistant Principal- Instruction and Pupil Personnel Services.
In addition to his leadership role in Wilton, Dr. Richards is currently serving as a member of the Steering Committee of the Tri State Consortium, and as a Trustee for the Educational Records Bureau (ERB), a non-profit testing company. He is currently the Audit Committee Chairperson for ERB. He is a member of the Suburban School Superintendents Association and the American Association of School Administrators. He has also served as the Chairperson of the Southern Fairfield County Superintendents Association.
Dr. Richards has played a leading role in a number of professional development programs. He has been a mentor in the University of Connecticut’s Neag School of Education Executive Leadership Program, and was an adjunct professor in the University of Southern California School of Education and at Sacred Heart University. In addition, Dr. Richards has planned professional development activities and program reviews for the Tri -State Consortium, is active in professional development activities that are offered by ERB, and was a participant in the Harvard Business School Governing for Non-Profit Excellence Program. Dr. Richards was a co-author of “A Practical Guide for Instructional Supervision: A tool for Administrators and Supervisors.”
“CAPSS is proud that Dr. Richards is the Connecticut Superintendent of the Year for 2013,” Joseph J. Cirasuolo, Ed.D., Executive Director, Connecticut Association of Public School Superintendents, said. “Dr. Richards serves as a model for the general public and for Connecticut’s superintendents by providing the kind of leadership that supports and enhances high quality educational programs and services for students.”
CAPSS selected Dr. Richards as the Superintendent of the Year in recognition of the fact that his leadership in Wilton has added value to the school system. Among the most prominent of these are:
A community leader, Dr. Richards is an active member of the Kiwanis Club of Wilton and a long-time supporter of “A Better Chance of Wilton” (A.B.C.). He has served as a Deacon in the Wilton Presbyterian Church and is the Co-Chairperson of the Wilton Public Schools United Way Campaign.
Dr. Richards is the recipient of a number of awards including the Wilton Education Foundation Educator Appreciation Award, and the California School Boards Association Golden Bell Award.
As the Connecticut Superintendent of the Year, Dr. Richards has been nominated by his peers for recognition as the American Association of School Administrators (AASA) National Superintendent of the Year for 2013. AASA will announce the name of the National Superintendent of the Year during its National Conference on Education that will take place in February 2013.
