Child abuse suspect arrested on new charges

Huntsville Police arrested Arnold Donta Hines for the second time in 16 days.

Hines was arrested for aggravated child abuse on October 15. Halloween night, Hines was booked into the Metro Jail on a charge of torture/willful child abuse.
