To either keep or fire Carol Wicks as Director of Animal Services will be a decision made by the city council. If it comes to that, it would be put on a Decatur City Council meeting agenda for further review. So far, it is not on the agenda for their next meeting on Sep 2. If the issue comes before the city council, that's when we hope to find out why Mayor Kyle decided to put Wicks on paid administrative leave. He will not comment on it, saying he cannot talk about a pending personnel issue. HUNTSVILLE, AL (WAFF) -

A child doesn't come with directions, and obviously there are extreme cases of abuse but how far is too far when it comes to punishment?

Investigators say 27-year-old Jessica Mae Hardin and 46-year-old Joyce Hardin Garrard, both of Attalla, are responsible for 9-year-old Savannah Hardin's death. Etowah County Sheriff's investigators say the girl got some chocolate on the school bus she wasn't supposed to have Friday. Joyce Garrard, her grandmother, found out about the chocolate and ordered Savannah to run around the house.

WAFF 48 talked to The National Children's Advocacy Center about abuse in terms of punishment. They told WAFF 48 they wouldn't comment about the case, but they do have a lot of information that all parents can use, especially for parents at their most stressful times.

They say it's important for those taking care of children to know the difference between discipline and punishment. Center officials say discipline should be done in a positive manner to teach a lesson and teach a positive behavior.

"You never want to scream at a child. The NCAC doesn't advocate physical punishment. You are the boss, you are the parent, you are the adult so don't get into a power struggle with your child. They're are just children so don't expect perfection," said Catherine Hereford, NCAC.
